I propose that Social Security be altered to allow for a greater return of investment to the benefactors, and also to allow the $700 billion in funding to be used to pay down the national debt. I propose that the current fund be broken up into individual, federally insured, tax free accounts in privately managed mutual, hedge, or exchange traded funds. All upcoming participants are given an account with their SSN in which money can be flexibly deposited in the fund or funds of their choice, with pre screened options from the SEC . The cash then becomes available for the user in any way desired after retirement or in the event to disability. In most conditions, overall gains can be realized, but when the market falls short, the government will pay the difference up to a predetermined amount
