Amend the 13th Amendment of the U.S Constitution and remove slavery from America

The 13th Amendment to the Constitution declared that "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction." Formally abolishing slavery in the United States, the 13th Amendment was passed by the Congress on January 31, 1865, and ratified by the states on December 6, 1865
A major change is needed in order to stop the mass incarceration of men and women of color. It has been discovered that the main reasoning for the mass incarceration of people of color is that special interest groups and private investors are making billions and perhaps trillions from the slave labor of inmates. Incentives to incarcerate people of color must be removed.
