This petition is to get Congress to perform their job, when there is no annual budget in place for the fiscal year, Congress salary will be reduced by 50%. Appropriations bills that is used as "stop gap" measures does not count as an annual budget and their salary will remain at the reduce state until a full budget is implemented. All pay is permanently lost during this time, meaning "no back pay".
