Amend the 2nd amendment

Amend the second amendment to make it clear that any mentally stable, lawabiding citizen can own a firearm contingent on the following:
-There is a central database to record all felons and mentally unstable individuals as well as any firearm owner and all states are required to comply.
-Failure to comply revokes all future federal funding.
-Makes it a felony if the gun is not registered in the central database and any loss or sale requires notification within 7 days.
-Any sale/re-sale must be done by/through a licensed dealer with a check against the database and a 14 day waiting period
-Authorized citizens can only own 1 (one) firearm.
-Authorized citizens must show where a firearm will be stored to a peace officer before taking ownership.
