Amend the 2nd Amendment of the Constitution to require citizens who possess firearms be members of State Militias.

Amend the 2nd Amendment:

"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."

to read:

"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and maintain Arms, as a membership in participation with a well regulated State Militia, shall not be infringed."

Participation in a State Militia, which trains and conduct recurrence testing regularly, provides for the well regulated Militia and will also provide for the protection of citizens, many of whom do not wish to live in a nation of rampant gun violence.

A State Militia will evaluate an individual's competency, mental and emotional states and their suitability to keep and maintain firearms.
