Section 1. Article I Section 2 of the US Constitution shall be amended to provide that no person shall be elected to the office of Member of the House of Representatives more than three times and no person who has held the office of Member, or acted as Member, for more than one year of a term to which some other person was elected, the office of which became vacant and a writ of election issued, shall be eligible for further election to the office of the Member of House of Representatives.

Section 2. Provide for exemption of current office-holders.

Section 3. Provide for ratification by states.
