Amend Article II, (President's Compensation) & the 27th Amendment (Congressional Pay Limitation) of the US Constitution

Hold the Executive and Legislative Branches of government punitively liable for failing to pass a budget as outlined in the Budget and Accounting Act of 1921 and the Congressional Budget and Impoundment Control Act of 1974.

Amending the Article II and the 27th Amendment to suspend the salary of the President and Members of Congress if they fail to pass a budget, not to be mistaken for a continuing resolution, by 31 October of each year.

The suspension of salary shall remain in effect until such time as a budget is passed and retroactive pay is not authorized.
