We the People petition Congress that the Electors of the several states shall be apportioned representative of the general electorate of those states and not solely by the popular vote. This shall insure the integrity of the popular vote in a Presidential election and respect the will of the people in less populated areas of the states. The Electors shall be apportioned with 1/2 charged with voting for the candidate receiving the majority of popular votes in a general election in each state, and 1/2 charged with voting for the candidate receiving the majority vote by the majority of counties within each state. Where there is an odd number of Electors for that state, the odd numbered Elector shall be charged with voting for the candidate receiving the majority of the popular vote.
