SCOTUS has deemed the ACA a "TAX". We "Consumers" haven't had ("Maximum Feasible Participation") as a mandated Majority of health planning boards since President Reagan gutted funding of Consumer participation (?1986) in the National Health Planning and Resources Development Act of 1975. If we are "taxed", shouldn't we have representation on local/state-wide/regional health planning and resource development boards?
