Amend the Constitution to allow better transparency on the Bill process.

All too often our government is stuck passing new bills because they can't agree on the many issues being addressed in the Bill. Lets eliminate that issue by streamlining the process and create an Amendment that makes the content of the Bill match the subject. Maybe like: "No persons shall put forth a new Bill whereas the content doesn't match the subject" I think that by keeping it transparent, it would be easier to move on and make progress instead of arguing over why we have to vote on health care reform in the same Bill as education or less regulatory guidance over companies like Monsanto. They just shouldn't be included together.
