Amend the constitution to allow the president to veto any amendment to a bill that is not relevant to that bill.

I want to end congresses ability to force passage of laws by adding amendments to bills that have nothing to do with the bill they are attached to; by giving the president the authority to pass the bill into law while vetoing only those amendments that are not relevant to the bill they are attached to. This is different than a line item veto because he can only veto it if the bill regards a different issue than the bill it is attached to . If it is relevant to that issue he would be required to sign it into law or veto the bill in it's entirety.Congress would still be able to add non-relevant amendments but hopefully this will remove their intensive to block non-related legislation knowing that even if the amendment is attached it can still be vetoed & the remainder of the bill become law.
