Amend the constitution to allow for proportional representation in Congress

In the current 2-party system currently in place in Washington DC, a significant amount of people's votes amount to being useless - those who vote against either Republicans and Democrats by voting for a third-party candidate. In a country that prides itself on an individuals representation in the government, we fail to represent a significant number of people. This petition is in support of a new amendment to the constitution that provides for a proportional representation in Congress for parties that earn more than 5 or 10 percent of the popular vote.
