Article 1, Section 5, Paragraph 3, Phrase 1:"Each house may determine the Rules of its Proceedings," gives too much rule making freedom to the Senate and House that prevents busness from ever becoming active at the will of the Senate Majority Leader and House Speaker. Consent votes for justices and votes on legislation never occurs.
