AMEND THE CONSTITUTION TO CHANGE THE ELECTORAL COLLEGE PROCESS

Propose an amendment to the Constitution and the way the electoral college works. As you know minorities are not counted in every state. As it is right now for example, Texas is a republican state and has been for some time...its pointless for democrats to even show up and vote. Same thing with republicans voting in Hawaii or California. To correct this, I believe the E.C procedures should be changed. Since I know it can't be done away with completely, I believe the following procedure should be adopted: instead of winner takes all for that state, rule should be this: for example, Texas has 34 EVs,...whenever a candidate receives 1/34 of the vote for the state, it gets 1 electoral vote, any last EV (insufficient remaining fraction) will be given to the candidate with the higher votes.
