"Congress shall pass a budget by 9/1 for the next calendar year. No procedural maneuver shall prevent the taking of a vote, and such budget shall pass on simple majority of each chamber. Failure by Congress to so pass a budget by 9/1, or to allow a breach of the debt ceiling at any time, shall result in a national ballot on the next Election Day as to whether Congress in its entirety is to be dismissed from office. If the national popular vote in favor exceeds 60%, all sitting members of Congress shall be dismissed from office via a special election held on the 2nd Saturday of January. Winners shall be seated 14 days later and shall serve the remaining term of the person that they replaced. No dismissed member of Congress may serve in Congress or lobby Congress for 7 years."
