Amend the Constitution to define the powers of the States and Federal Governments.

Amendment 28:

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

The purpose being the the Constitution is vague on the powers delegated to the Federal Government which allows it to use powers that many find controversial.
