Amend the constitution establishing an elected unpaid 4th government branch that sets congress's salary & benefits.

This petition is to create a constitutional amendment that establishes an unpaid, elected, 4th branch of government for setting salary & benefits of the United States Congress. The goal of this petition is to provide to US citizens greater influence & control over their elected representatives in government. The membership of this 4th branch would be one (1) elected representative from each state & the District of Columbia, a total of 51 members. Members will be elected on a 2 year cycle. The 4th branch will meet twice a year. Each meeting would be one week duration. The 4th branch will determine annually the criteria for setting congress's next cycle of salaries & benefits, & the updated salary & benefits will be implemented the following year based upon the criteria.
