Proposed Anti-Gerrymandering Amendment to the United States Constitution:
1. Except as provided in Section 2 below, all voting districts within the United States will be square or rectangular in shape: each of the northern and southern borders of a district will be exactly one measure of latitude, and each of the western and eastern borders of a district will be exactly one measure of longitude.
2. Notwithstanding Section 1 above, a voting district may have one or more borders defined in whole or in part by a natural body of water or the territorial limit of the authority defining, or of the state or territory containing, the district.
3. Congress shall have the power to enforce this amendment by appropriate legislation.
