Amend the Constitution to provide term limits for members of congress

Consider an amendment that calls for term limits:
- Senators - no more than a total of 3 terms (18 years)
- Congressman - no more than 8 terms (16 years)

I would also like to see this amendment provide for "vesting" levels in terms of full congressional benefits. Just serving one term does not allow any member of congress to have full lifetime benefits. Private companies have vesting programs for benefits based on years of service - the people who work for us should have the same type of program.
