Congress is required to draft a budget. It is in the best interest of the United States to pass a balanced budget.
It is believed that the U.S. Congress has adequate time and members to pass a balanced budget for the United States. Members of Congress who can't work together to pass a balanced budget don't get paid themselves.
As for the terms of compensation, each vote on the floors of respected chambers would allot for a particular commission. NO VOTE, NO COMPENSATION.
