A Constitutiional ammendment should be introduced for ratification by the states to restrict pay and benifits for Congress. All matters of salary and benifits should be left to the state legislatures to decide the pay and benifits a representative will be allowed. The Congress would be prohibited from voting on or approving any law providing for members pay or benifits and would be left to the individual states to determine how to compensate its deligations to the US Congress. Each state would determine term restrictions and provide for it's represenatives as any other state elected official. Represenatives would be barred from employment by any lobbing group for 5 years after leaving the Congress or while a member of Congress.
