Amend the Constitution to say that no amendments or earmarks may be added to a bill if not relevant to the bills purpose

One of the main reasons our legislative process is deadlocked and government spending is out of control is due to the ability of legislators to include unrelated amendments to bills. This makes it next to impossible to reach a consensus on any bill of consequence as there are always multiple issues muddying the water. The debate inevitably revolves around unrelated amendments instead of the core issue at hand often preventing necessary legislation from moving forward and forces lawmakers to accept numerous earmarks and unrelated amendments in the package. This leads to out of control spending. With this amendment, no bill may be brought to a vote until it is reviewed for relevancy of subject matter. All amendments to a bill will would require relevancy reviews prior to inclusion.
