The District of Columbia is the nation's capital, yet it is a Federal district and cannot vote on the floor in Congress. Eleanor Holmes Norton is the lone delegate from the District of Columbia, and she cannot vote on the floor, only in committee. Congress has full jurisdiction over DC's government. Congress make laws about taxes and other things that residents of the District might not agree to. This is an example of taxation without representation.
