We, the students of Fairfax High School AP Government, wish to amend the Constitution to create a necessary and proper clause of the states.
To make all Laws which shall be necessary and proper for carrying into Execution the Reserved Powers guaranteed by the Tenth Amendment, and all other Powers vested by this Constitution in the Government of the several states, or in any Department or Officer thereof."
