Draft a constitutional amendment to require that each year, Congress must draft and approve a balanced Federal budget. Restrict Federal taxation to no more than 18% of individual or family earned income and 15% of unearned income. Assure that sufficient funds are set aside for debt service and restrict Federal borrowing to a level that will assure timely (20 years) repayment of existing debt. Permit deficit Federal spending only during times of declared war and limit borrowing during such times to national defence only.
