Amend Contribution Tax Credits to Inner First Contributions.

To amend IRS Contribution Tax Credits.
US Citizens and companies that apply for a contribution tax credit in the USA from the IRS must contribute to their local city, county, region, state, or USA first, then a taxpayer may receive a tax contribution credit of up to 50% of the first Inner Tax Contribution credit.

US Senators and US Representatives to their regions, unless they contribute to another USA area that is in greater need. But If I live in Detroit, I cannot Donate to Beverly Hills, unless I reside in Beverly Hills, CA.

So, If my city is in great shape, I can donate to Detroit or Queens to Education, housing, Food, Parks and Recreation, Disable.
Then, I can make a donation to what is currently considered an IRS credit of up to 50% of the Inner First contribution Tax Credit.
