Amend current Asset Forfeiture Statutes to re-distribute some of the 80% of $ seized via criminal enterprise to schools

Amend Current Assets Forfeiture Statutes that distribute close to eighty percent of funding seized back to law enforcement, and instead divert a portion of the eighty percent back into neighborhoods, schools and job creation.
