Amend the Eligibilty Requirements for First Time Homebuyer Down Payment Assistance Programs

Down Payment Assistance Programs eligibility requirements need to be changed! It should cover true first time buyers regardless of what their spouse has bought prior to marriage. This program should be amended and some exceptions should be added to include People with Disabilities. Each State should have discretion. If a property is not being used as an investment, all people meeting income eligibility should receive funds towards down payment regardless of previous homeowner status or lackthereof. Assets either Spouse acquired PRIOR to marraige should not count against current prospective buyer.
