In order to insure domestic tranquility and promote the general welfare, add semi-automatic rifles and handguns to the list of guns covered by the National Firearms Act by amendment. This act has been amended many times already over time since its 1934 passage as an anti-gang law.
Supreme Court has already upheld as constitutional with the 2nd Amendment.
Guns covered by the NFA require a process to buy and own, and the payment of a $200 fee per gun that funds the program. Currently it covers machine guns,silencers,sawed-off shotguns and unconventional weapons.
This allows their ownership in safe, law-abiding hands. 1.2 million NFA firearms are owned privately. Only one has been used in a crime in the program's 80 year history. Non-semi-automatic rifles and shotguns would be unaffected
