Amend Federal election law to mandate "none of the above" as a voting option

Election law should be amended to mandate that a "non of the above" option be available for voters in federal congressional elections. Further mandate that if that option receives a majority, no one wins, all candidates are disqualified from running again, and a new election with new candidates is held. This gives voters an option in districts which are gerrymandered to give one party an almost sure winner, but extremists in that party (and sometimes both) nominate extreme candidates - this would encourage parties (who's nominating processes are often dominated by extremist via party caucus and not primaries) to nominate moderate candidates since voters would have the option to eliminate the entire slate.
