amend the Flag Code to protect the flag's right to fly at full-staff on Independence Day.

In recent years, the U.S. flag has been lowered to half-staff (due to a death) on July 4. Given the significance of the day, this seems inappropriate. I'd like to see a clause added to the Flag Code stating that the flag is never to be flown at half-staff on Independence Day in times of peace (or, more precisely, when war is not taking place on our home soil). If the Fourth falls during a series of days the flag is otherwise to be lowered (during a week of honoring a dignitary, for instance), it should be SKIPPED and counting should resume on the fifth.
