Amend the Higher Education Act of 1965 in the following ways:
1. Fund Associates Degrees in trade skills only.
2. Fund Bachelor, Master and PhD of Arts & Sciences, Fine Arts and Humanities disciplines solely and exclusively from 'brick & mortar' Universities.
3. Fund Bachelor, Master and PhD of Engineering, Communications and Technology disciplines solely and exclusively from 'brick & mortar' Institutes of Technology.
4. Cease all accreditation, subsidy and funding to distance and online learning programs and label them as training institutes and explicitly excluding them from using the words "university", "college", and/or "higher education" in their charter, name, doctrine, advertising or recruiting.
5. Require that any Bachelor degree conferred carry a 4-calendar year attendance.
