Amend the Indian Child Welfare Act to make it's purpose specifically known and to also remove "eligible" from wording.

Current misunderstanding of Indian Child Welfare Act purpose can cause misuse which adversely affects children's mental state and effects citizen's constitutional, civil, and parental rights. It currently gives tribes right to make non tribe member American citizens property. Tribes should be required to have a "dated" file of children at time of birth before using ICWA. USA government has no say over tribe enrollment requirements so the "eligible" part should be removed (What if a tribe said ALL citizens can join). Proof of practicing tradition and culture should be required. Cases involving a non member parent should be removed from ICWA consideration. Current enrollment should be required (If parents left tribe they should not be controlled by the tribe). Google "Baby Veronica".
