Amend IRS Publication 501 for custodial parents of children who are abducted or retained by the noncustodial parent.

Non custodial parents who abduct their children unlawfully by disregarding signed court orders (while law enforcement refusing to get involved in civil matters) are being allowed to claim those children as dependents because they "lived" with that parent for the year. There is no help anywhere for parents trying to get their children back even when they are located. The final divorce decree (signed by an appointed Judge with the raised court seal) should be the determining factor on who is the Custodial parent and who is not in regards to IRS and all Law Enforcement departments especially in cases like mine when the non custodial parent had no visitation rights. These loop holes in our government rules are crushing families and need immediate attention / action!
