AMEND IRS TAX LAW PENALIZING U.S. CITIZENS FOR WITHDRAWAL OF 401K RETIREMT INCOME,USED AFTER JOB LOSS, FOR BILL PAY, ETC

Since 2007, many Americans faced job loss. After months,maybe years of searching, they obtain under-employment positions. In the interim they are forced to use retirement funds to prevent foreclosure of their homes,to keep up w/bills, emergency repairs to home/vehicles, etc. After years of work/saving, when in dire straits, they are penalized w/exorbitant tax penalties, putting them even deeper into financial hardship while fattening the IRS' budget. Crippling the avg Middle Class American who already regrets using these funds! Current IRS hardship exceptions are out of date.They do not apply to the 2007 economic collapse! I propose the abolishment of the10% penalty imposed by the IRS for qualifying individuals who meet specific criteria! Rule rewritten w/this American group in mind.
