Amend and exempt VA Travel Pay from the provisions of PL 31 USC 3332. This unique benefit was never meant to be an after act payment except in the case of after hours ER care . A majority of Disabled Veterans travel in excess of 35 miles to receive care from their VA facility, and depend on these same day payments to cover the cost of travel to do so. This change has resulted in increased missed appts and many disabled Veterans cancelling appts due to no funds to travel for care. We request a return to same day payment on site as an option and alternative to Direct Deposit which often comes too late after its needed.
