Veterans have served their country honorably and should have the opportunity to receive 100% of the allowable Basic Housing Allowance (BHA) stipend that is offered to students utilizing the Post 9-11 GI Bill when enrolled full-time in an approved education program and taking classes in a campus setting. Those same students that meet the requirements but decide to take classes via on-line should be paid the same BHA stipend. Some veterans prefer programs on-line or on-line classes because their school or degree of choice is not offered locally. This will also minimize students from enrolling in for profit schools and encourage more Veterans to utilize their benefits (GI Bill). If Veterans have this incentive, more will enroll with reputable schools.
