Amend Public Law 99-145, "DoD Authorization Act of 1986", Section 806, "Employment Opportunities for Military Spouses"

The law needs to be amended for retired and military civilian spouses to have the same priority for employment as Active Duty spouses. Current law allows spouses of Active Duty military members to have priority for jobs where and whenever military members changes duty station and their civilian spouse moves with them. There is a small segment of civilians employed by the military that move and change duty stations like the Active Duty members, but their spouses are the lowest priority for hiring along with retiree spouses. In lots of cases the retiree and civilian military spouses are never hired due to being the lowest priority behind Active Duty spouses. In other cases, retiree and civilian military spouses have lost years of federal service once the sponsor changes duty stations.
