To amend the second amendment to enforce mandatory training on handguns rifles and assault weapons.

In the wake of mass shootings, we should amend the constitution so that the 2nd amendment requires training for handguns, shotguns, and rifles,and assault guns, we train military personal for months on weapons of these types, and even though civilians do not need the same training,
Without any training at all a civilian could be even more dangerous to himself or others. Therefore i suggest an amendment where each state set a number of hours a citizen must train to in order to purchase these weapons at the same time of the course a background check will be processed for mental illness etc, upon completion a tax credit would be issued by the government for the course to help cover the cost. Banning is not the answer education is.
