Due to state laws that restrict participation in skill based contests with entry fees (purchasing a video game), residents of Arizona, Connecticut, Maryland, North Dakota, Vermont, or Quebec are ineligible to compete in many video game tournaments.
The laws in place certainly serve a valuable purpose in preventing types of gambling activity. However, they do not serve the same purpose when applied to the purchase of a video game.
