We the people ask the federal government to Call on Congress to act on an issue:

Amend the United States Constitution to Remove the Electoral College System in Presidential Elections

Created by R.R. on November 09, 2016

Ever since the formation of the United States, the winner of a presidential election is determined by the electoral college. The reason for its use is during the formation of the United States, technology had not existed to reliably and quickly count ever vote in America. Times have changed, however. The electoral college is no longer convenient, but rather used by politicians to claim that an individual's vote does not count, and gives unfair voting power to some citizens while making the votes of other not matter. Therefore, we the people are calling upon Congress to invoke article 5 of the United States constitution to remove this method of disenfranchisement and to make the presidential election determined by whichever candidate gets the most popular votes.
