Institute a mandatory 40 hour work week for both the House of Representatives and Senate. Work shall be defined as either:
- Sitting in session, legislating.
- In their office working on their constituents' issues.
Vacation should be accrued in the same manner as the military - 30 hours per month, and implemented in exactly the same way, by counting every hour the congressional member is away from their job.
Days off must be approved by the Majority leaders of both houses and the Vice President.
Congress may also not conclude a session, or go on recess unless the President, leaders of the house and senate and the Chief Justice approve recess based on the number of bills passed.
