I propose amending Title 5 section 6323 subsection a; to no longer charge dual status Title 32 employees in the National Guard any leave while they are on temporary duty (TDY) in title 10 or Title 32 status or deployed for contingency operations in a title 10 status away from their regular duty station.
Members in Title 32 status currently are required to be in a leave status while performing duties and away from home station unless under special circumstances they travel in "technician status". This amendment would not require members to be in a leave status while performing military duties that is within the scope of their full time Title 32 Naitional Guard technician job since this is a normal obligation for full time members.
