Amend the U.S. Constitution to allow for bloodless secession by States

Call on Congress to propose the following Amendment:

No State shall be prevented from dissolving its participation in the federal government of the United States following a popular vote of 2/3 in favor of secession in a State referendum.

Legitimate government resting on consent, the essential element of self-government, We the People propose amending the Constitution of the United States such that it establishes protocols for the peaceful dissolution of a State's participation in the federal government, ensuring that State's reclamation of all federal lands within and its proper share of federal assets, recalling that State's national guard from federal authority, and allowing that State to separate as a free and independent nation due all the rights and privileges of sovereign States.
