Amend the U.S. Constitution to create a term-regulated Capital for each of the three Departments.

To mitigate entrenched bureaucratic corruption, concentration of lobbyists, liability to attack, and insular nature of a central Capital, this petition proposes to create Three Capitals geographically separate.

As a United States Constitutional Amendment, Three Capitals might be written as:
“Each of the three Departments shall meet in its own Capital. They shall meet there for a term of thirty years. Initiation of this process will begin with the Judicial Department upon this amendments approval, then, in ten years the Executive Department shall choose its Capital, followed in ten more years by the Legislative Department. This rotation will continue in perpetuum. Each Department’s choice of Capital shall not be in the same Legislative constituency as another Department’s Capital."
