On Feb 4, 2013 the president signed the "No Budget, No Pay Act of 2013" tying congressional pay to the passage of FY14's budget. As of Oct 1, 2013, no such budget exists, yet the members of Congress are still being paid because they can simply change previous laws. I propose an amendment to the US Constitution that renders the salary of Congressional Members forfeit if an annual budget is not passed prior to that fiscal year. If both Houses of Congress pass an annual budget that is subsequently vetoed by the president, then their salary will also be forfeit. After an annual budget is passed, the affected members will begin getting paid without back-pay. In this way, the representatives have as much to lose as those they represent - a government of the people, by the people, for the people.
