28th Amendment “Mass murder of 4 or more people is defined as cruel and unusual punishment and affront to the People’s right to life, liberty, the pursuit of happiness, the right to self-defense and to bear arms against tyrannical government. All convicted mass murderers shall executed by public hanging which shall be televised by the Public Broadcasting Service and any other desiring broadcasting service without prejudice to the broadcasting network(s). There shall be no exceptions for age, mental capacity, sex, or nationality excluding a Presidential pardon. SCOTUS shall not prevent any execution as cruel and unusual punishment as the interest of the public education, safety and security is a greater constitutional right than the rights of the convicted mass murderer.”
