amend the U.S. constitution to execute ALL Mass Murderers by public hanging and broadcast on PBS.

28th Amendment
“Mass murder of 4 or more people is defined as cruel and unusual punishment upon the People’s right to life, liberty, and the pursuit of happiness. All convicted mass murderers shall executed by public hanging. All executions shall be televised by the Public Broadcasting Service and any other desiring broadcasting service without prejudice to the broadcasting network. There shall be no exceptions for age, mental capacity, sex, or nationality excluding a pardon by the President of the United States of America. SCOTUS shall not prevent any execution as cruel and unusual punishment as the interest of the public education, safety and security is a greater constitutional right than the constitutional rights of the convicted mass murderer.”
