Congressional parliamentary procedures shall be formally based on Roberts Rules of Order.
Congress shall obtain advice and consent of the President to change parliamentary procedures.
All representatives are equal. No majorities, minorities, political parties or affiliations can be defined, expressed, or used while congress is in session.
Each representative shall vote individually based on the will of their constituents. No bargaining or dealing is allowed.
The substance of a bill shall be expressed in no more than 20 standard typewritten pages.
Any bills grouped for a single vote are severable and must be related and of the same substantive matter.
All representatives of either house are limited to two terms of office.
The filibuster is expressly prohibited.
