The US Constitution shall be amended to include the following:
1. Congress shall pass an annual budget on or before the beginning of each Fiscal Year's beginning date. In the event Congress shall fail to pass such budget, all members of that Congress shall forfeit their membership in the Congress and shall be forever barred from any elected, appointed or Civil Service position in the United States Government, or that of any State or subdivision thereof.
2: In the event the President shall veto the budget as passed by Congress. The Congress shall have ten days to enact another Budget before the provisions of Section 1 become effective.
3. In the event the Government should operate without a budget in place, all members of Congress shall forfeit their salaries for three times that time.
